"Out of range" error: is there a problem in the monitor or in the video card?

For granted, the fact that human interaction with any existing computer system is carried out in graphical (video) mode. So why does a message like “Out of range” sometimes pop up? What is left to add? Just that the problem of the appearance of the message “Out of range” on the monitor should not be regarded as something out of the ordinary. In fact, this problem can be solved by itself. Indeed, if you look at the standard settings (if unsupported modes are hidden on the monitor), the same screen refresh rate at 100 Hz will not be displayed. With a minimum resolution, the system will offer a maximum standard of 60 or 85 Hz.
